The reason given by the USTR to raise Ecuador that second category to the “black list” is “the repeal in 2014 of the criminal provisions relating to intellectual property rights” in the country.

“The United States urges Ecuador to complete their work to invalidate the repeal, or to achieve that effect through other means, “the report said.

” The current lack of procedures and criminal penalties invites transnational organized groups engaged in piracy rights copyright and counterfeiting registered to see Ecuador as a refuge brands, “he says.

Argentina repeated in the “black list”, formally known as “priority watch list”, because it “still has a number of shortcomings of very long standing and well known” in the “protection and enforcement” of copyright.

The Argentine has been become “an extremely difficult market” for industries where intellectual property is important, in part because of the “lack of effective implementation” of measures against piracy by the government and the “growing concern” about the activity on the Internet.

On Chile, the US has “serious concerns” over property disputes that have arisen within the bilateral free trade and urges the country to implement “an effective system to deal with patent issues “in connection with applications to market pharmaceutical products.

As for Venezuela, the United States indicates that government measures are” insufficient “to tackle a” widespread piracy and counterfeiting “in the country, and neither is there a “effective system” to protect against unfair trade practices in the pharmaceutical industry.
